What the analysis is finding

212 complaints have a #1 wastewater asset within 1 mile, within 15° of directly upwind, with wind of at least 3 mph — 5.6% of screenable complaints and 4.2% of all odor complaints.

High-Consistency means the candidate was within 1 mile, within 15° of directly upwind, and wind speed was at least 3 mph. It does not establish that the asset caused the reported odor.

Wind changes the candidate
